Proposition 50 Funding for Public Water Systems

NOTE: Round 3 Proposition 50 Draft Project Priority Lists are now available at: http://www.cdph.ca.gov/services/funding/Pages/Prop50Round3PPLs.aspx These lists include preapplication submitted in Calendar Year 2007 and earlier. Any preapplications submitted in 2008 are NOT INCLUDED on these lists. The comment period closed on November 28, 2008.
Schedule
The current preapplication period began on July 1, 2008 and ended on September 2, 2008.
The next preapplication period will be in mid-2009. If your preapplication is on a project priority list (PPL), you do not need to resubmit your preapplication. If your preapplication was previously found to be ineligible, you will need to address its deficiencies prior to resubmitting it in a subsequent cycle.

Background
Proposition 50 (PDF)
, The Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002, Water Code Section 79500, et seq., was passed by California voters in the November 2002 general election. Assembly Bill 1747 (PDF)
was signed into law in August 2003, and took effect immediately, clarifying some of the Proposition 50 requirements. [To stay current, always refer to the actual Water Code, Division 26.5.]
CDPH is responsible for Chapter 3 (Water Security) and Chapter 4 (Safe Drinking Water). CDPH is also responsible for sections (b) and (c) of Chapter 6, which deal with treatment technology, through an interagency agreement with the Department of Water Resources.

NOTE: Regarding funding restrictions for Proposition 50, preliminary costs are handled in the following manner: From October 28, 2003 to March 5, 2005, preliminary costs are eligible to be counted as matching funds and are not reimbursable. Starting March 6, 2005, preliminary costs are eligible for reimbursement. No claims for reimbursement can be submitted until the applicant has a funding agreement for the project.
