Office of Regulations and Hearings

The Office of Regulations and Hearings is responsible for the Department's:

Rulemaking - The process of writing and adopting regulations is called rulemaking. This office coordinates the rulemaking process for all of the Department's regulations. You can read more information about the Department's proposed and emergency regulations and submit your comments on the Department's regulatory proposals.
Administrative Hearings and Appeals - This office is designated to conduct hearings and appeals for the Department's Center of Healthcare Quality, Licensing and Certification Division, which regulates and licenses health facitlites and certain individual health care providers. The office presides over the following: Long Term Care Health Facility appeals including Citation Review Conferences, Involuntary Transfers or Discharges of patients, and Refusals to Readmit patients.
